    People used to plant and raise medicinal plants in their gardens for many centuries, hence the proverb. After all at that time an apothecary would be gathering herbs and pounding them, etc. to make drugs too. Some people never stopped making their own medicines. Now this has come back into fashion because a home-grown plant can be called natural and organic.
